The City of Gloucester, through its citizens and representatives, shall form a Massachusetts non-profit corporation to develop and operate a facility ("the Complex") which shall integrate two related entities: a museum of Gloucester's maritime history, culture and traditions ("the Gloucester Maritime Museum") and a facility for the support, promotion and exhibition of the arts, humanities and interpretive sciences ("the Gloucester Arts Center"). The Complex shall be operated so as to be financially self-sustaining, and is intended to be a significant cultural, historical, educational and scientific resource for the Gloucester community and the Commonwealth of Massachusetts.
The function of the Gloucester Arts Center shall be:
- to develop a state-of-the-art performance space or spaces for theatre, music and dance which will showcase the talents of local organizations and artists, as well as artists and artistic organizations from throughout the United States and the world, with the purpose of presenting events of high artistic calibre;
- to support Gloucester's visual and performing artists by providing facilities for work, rehearsal, classes, and exhibitions;
- to support the many elements of the artistic community providing a central network where Gloucester's artists and artistic organizations can be promoted throughout the community and the Commonwealth;
- to encourage and foster programs in the arts, humanities and interpretive sciences directed toward the participation of and for the benefit of the city's and the region's young people;
- to provide a facility, with its resources and artistic events, that will foster in the citizens of Gloucester and abiding passion for and appreciation of the arts.
The function of the Gloucester Maritime Museum shall be:
- to develop a "living museum" for the preservation of Gloucester's maritime history, culture and traditions, to "tell Gloucester's story" to the region and the world;
- to promote Gloucester's identity and sense of place through the celebration of its unique contribution to the nation and the world, and to promote in Gloucester's citizens an interest in the history of our extraordinary city;
- to be an educational resource for the study of all aspects of the maritime history of Massachusetts and the northeast coastal region;
- to be an historical and scientific resource for the Gloucester community and the world.
